Arizona is shown as being in "legal limbo." This is because the state legislature passed a bill as part of the budget preventing schools from mandating masks but courts ruled it as unconstitutional because it was part of the budget bill, and should have been a free standing bill. As a result, there are still major school districts that are mandating masks such as Flagstaff Unified and Tucson Unified.
