All of these safety mitigations are REACTIVE and they are quite easy to bypass by pulling the fire alarm.

Not much thought has been given to PREVENT a kid from becoming an active shooter in the first place.

How would a shooter prevention program work?

Give the kids extra lunch time so they can talk to each other and get to know their teachers. Cut the day short and use the time for team building activities/sports. Basically give students enough time and the resources to connect with each other so they can keep each other grounded. No one is going to shoot their close friends.

And if they aren't able to emotionally and empathetically connect with their classmates? Well, Kids can tell you who is "off" and who is most likely to become the next school shooter.

this is orchestrated to keep parents out of schools, so the schools can continue indoctrination of their students. It's so much more insidious than just "safety". Safety is important clearly, but I think there's more going on than people want to admit.
